Is My Unit Rent-Controlled?

The Nov 15, 2018 test decides whether the rent increase guideline caps your increases (Form N1) or your unit is exempt (Form N2).

YesSomeone lived there on/before Nov 15, 2018
NoFirst occupied after Nov 15, 2018
Not sure

In plain terms

Units first occupied after Nov 15, 2018 (new buildings, new additions, most new basement units) are usually exempt: any increase is allowed on Form N2, though the 90-day notice and 12-month rules still apply. Everything older is rent-controlled (Form N1). If the exemption is disputed, the landlord must prove it.
